A Close Relative of a DCI Agent in the Teresa Halbach Case Lived on Kuss Road in 2005, and Another DCI Agent Went Undercover as an Autotrader Photographer in Early 2005




On 11/5/2005, a resident named Leo Richmond, who lives at 4201 Kuss Road, called in a tip to CASO about Teresa Halbach knocking on his door the night before (11:30 PM on Friday, 11/4). Leo said that Teresa was looking for a home in his area. Wiegert dismissed the tip and said he would call back later; however, there isn't a follow-up report in the CASO file.



Directly across the street from Leo's home at 4201 Kuss Road is 4130 Kuss Road. At the time of Teresa's disappearance, the home was owned and occupied by a young couple, Joshua and Brenda Sasse. One of the DCI investigators on the case (DCI Appleton field office), Michael C Sasse (CASO page 518), is a close relative to Joshua Sasse.




As of June 2018, tax records online no longer show previous owner information older than two years, but it was confirmed by a reddit user that Joshua and Brenda Sasse owned 4130 Kuss Road at the time of Teresa's disappearance (image below).

Photo is a residence on Kuss Road that shared the same last name with DCI special agent listed on page 518 of CASO file... Agent Sasse (Michael).

During, and right after, this couple went through a divorce, and both served in the military....Army, I believe (I have contacts).

I also remember seeing a Koch living on Kuss Rd. I’m not sure if they are related to Koch Inc., who are in a bunch of industries including mineral extraction. Company had 100 billion in revenue in 2015. Most likely nothing but thought I would mention.

Over the last year I have been researching this as much as possible and have learned the following:
  • Both were X-Military (one for sure was M.P).
  • Marital troubles right around the time of this case.
Search for last name SASSE and DCI and you will see an obvious potential connection (Michael C Sasse, DCI Appleton Field Office).

One of the people I encountered while researching this actually dated 'her' briefly (very briefly, as he stated she had a severe drinking problem at that time but has since turned her life around). I asked how they met.....Myspace! So it IS POSSIBLE for people that don't know each other to meet on that site apparently.

I wonder......was TH maybe somehow involved with JS? He works security for Wackenhut in Green Bay, so this isn't really that crazy....I would also wonder, with similar ages of Ryan Hillegas, Scott Bloedorn, Mike Hillegas, is there any other connection....?

This made me go hmm for some reason and I can't shake it!

Could this be why the obvious Appleton DCI office was not used?

If you look at the links you will see the Appleton office and who is in charge (Michael C Sasse).

This is the important last name to remember. The previous owners [of 4130 Kuss Road] also had that last name. 

I am not saying there is any correlation but after talking to someone who knows them and how abruptly their relationship went south it certainly makes me go hmm...

They are also basically right across the road from the "nothing to see here" location....it makes me wonder... 

If nothing else, perhaps no direct involvement, but maybe because of these ties they were told how this went down and to zip it?

That's the driveway to the deer hunting camp. 

The "possible gravesite" was found along that driveway, a little ways in from the cul-de-sac.

So, I followed all these leads and all and still not sure who exactly JS and BS are, thought I figured it out, maybe I did, but not sure what the connection is.

Looked at current taxes but there's no intuitive way to look backward that I can see....

There was a young couple (in the beginnings of a divorce) that lived on Kuss Rd, and one of the DCI investigators was a very close relative to them? Would you find that intriguing enough to look into it??

I have posted this before and every single time it has been deleted for one reason or the other...I still believe there could be something to this.

He is very close in age to Teresa Halbach and very well could have had some sort of fling or relationship with her either online or in person. 

HE and SHE (his estranged wife at the time) also both have previous Military Police experience.

What if an estranged wife walked in on them late afternoon of the 31st? I have seen the property and with the winds on Oct 31 and Nov 1st -- it would have been favorable for the scent to travel in the direction of basically no one!

The blood splatter in the back of RAV could very well be a surprise attack from another woman.....

The pits are RIGHT THERE and so is the hunting camp and the Kuss Rd site is also RIGHT THERE!

I've had this information for a long time and have investigated as much a civilianly possible.....

Would you have the same gut feeling that do? Or am I overthinking this....?

Can you go into more detail about this couple? Why do you think TH was involved with the husband?

Only a possibility....similar age, scene, and both worked in Green Bay.

It is possible that Teresa had another cell phone -- its very probable, I believe. 

This could probably be narrowed down by a comparison of her photography clients and the number of conversations she had with them! If she had clients with no record of communications with them its more than likely a second phone existed. Also could these be related to the deleted voicemails? Possibility! 

And lets not forget that a cell phone and business papers were discovered by Pam Sturm and the bar owner near the 147 turnaround that mysteriously disappeared! This is also the location where several people called in reporting seeing THs vehicle there!

Also, it is possible communication was done by text messaging -- how many times has a wife gone thru her husband's phone while he was sleeping. 

I could imagine a wife seeing a text that says something like, "Going to Avery's to do an Autotrader shoot, we can meet afterwords," or something to that effect. 

Remember the guy who chatted with Teresa on yahoo the night before and claimed that she knew she was going to Avery's the next day (CASO page 291).

Why didn't they subpoena the text message records? That doesn't make sense. Maybe they did but they are in the DOJ files -- which would clearly be a Brady violation -- and WHY are the DOJ files on this case sealed, and still sealed 14 years after the fact?

SO, YES, I BELIEVE THIS IS WORTHY OF A THOROUGH INVESTIGATION

Do you have these peoples cell phone or home numbers from back then? If so, send them to KZ. Also would you happen to know if they owned a old white Jeep that the neighbor saw driving on conveyor road with the RAV.

With the same last name as a DCI agent, I doubt the jeep is relevant....ALL other information we know stays the same.

I think the fact that we are all barking up the Bobby Dassey and Scott Tadych tree actually makes the MTSO and CASO quite happy.

I discovered this a while ago too. The problem is, just about everyone in Manitowoc and the surrounding counties are related in some way so once you start going down those rabbit holes there's no coming up!

Plausible theory. She very well could have arranged to meet this guy. Maybe why she activated call forwarding on her phone at the time she was receiving the call. Like a do not disturb.

Each potential killer theory has its own way of finding TH's number. If it was a stalking boyfriend, they know it already. Then the voicemail is probably a quarrel. If it's an agent contracted by LE, then LE probably learned about TH by staking out SA and ASY and gave the information to the killer. The killer might have had time to set up a relationship with TH during early rounds.

The digging happened according to Dedering near the field. I don't believe his report at all. In it he supplies the GPS coordinates of the dug up site. It is all BS.

Kuss Road is a very significant crime scene. It was covered up as best they could. The aerial photographs that show the Kuss Road Activity were not taken by Law Enforcement from how I understand it.

Kuss was the one crime scene that was locked down all day on the 8th according to Dedering's report. No one in and no one out.... The 8th was a well spring of a day evidence-wise for LE. The key and bone fragments were found that day and night.

Interestingly enough, the 8th is the very day that thermal imaging was being conducted over the Radandt Quarry, this operation is IMO what produced the clear pictures of the scene down on Kuss Road. I believe it was a third party that conducted this operation hence why LE couldn't control the photographs all too well... perhaps there are photographs of Kuss Road that no one has ever seen before.... suppressed by the Wisco DCI and WAG office.

One more interesting tid bit. Ryan was down there off of Kuss Road with a team of searchers on November 8th. It is mentioned in the same newspaper article that talks about the thermal imaging taking place from the air.

No one in and no one out. ....Yet Ryan and his "team of untrained law enforcement" are down there searching the woods..... for what?

Chromemykiss made an enormous discovery regarding the burn pile in the quarry. That burn pile is where Ertl was originally sifting in the quarry and where the pelvic bones were discovered. The defense and the prosecution refer to this location as a burn pile. But its most important distinction is that it was the municipal burn pile owned and used by Manitowoc County. This IMO is a huge discovery and a staggering omission from the trial.

That burn pile no longer exist since I believe Michels now owns that portion of the quarry now.

Think about that.... and how all of the evidence was being located in the quarry areas but seemed to migrate over to Avery's neck of the woods for "official discovery"..... and how Loof's tracking was ignored, but probably helped LE find evidence scattered around the quarry and trailers.... Loof was used, but not for good IMO.

We checked several areas in the gravel pit and fresh digs in the walls of the pit, without interest from the dog. Numerous shell casings and unspent bullets were observed. In an area of large concrete slabs, several burn piles had been marked. K9 Brutus barked on two separate locations on this pile (ALERT#15). These locations were double flagged for identification, once the locations were logged/mapped for evidence. In both locations, Brutus barked and dug at the burned area in the concrete." [Source]

Joshua Radandt: "A few days after November 5, 2005, I remember seeing light in the Manitowoc County sand and gravel pit to the south of Radandt's property. I remember that the lights appeared to illuminate the entire Manitowoc County pit."

MISHICOT -- It's nearly 1 p.m., and Ryan Hillegas is leaning on the fender of his car, killing time and waiting for his troops to come out of the woods. The search for the missing Teresa Halbach has been ongoing since daybreak, and Hillegas is hungry. He tears into a Krispy Kreme doughnut, the only food he's had time for all day.

He takes a call on his cell phone, participates in a driveby interview with a television news crew in a sport utility vehicle and copies into a spiral notebook the phone numbers and other notes he's scrawled on his forearm while he was in the woods.

Hillegas, 25, in his faded green "hoodie" sweatshirt, dirty jeans and sneakers and with a stocking cap pulled low over his ears, is an unlikely looking general. And the rag-tag troops that begin to materialize out of the woods in search of further orders and a bit of lunch are an unlikely looking army.

But, according to Calumet County Sheriff Jerry Pagel, they are an indispensable part of the search team that is looking for answers in the disappearance of Halbach, the 25-year-old photographer who has been missing since Oct. 31.

State troopers, police officers and sheriff's deputies working the case on Tuesday alone numbered more than 125, but the search area consists of hundreds of acres of mostly farmland and thick woods -- too much for police alone.

It was Hillegas' crew that found Halbach's car Saturday on the 40-acre salvage yard belonging to the family of Steve Avery, who was convicted of a 1985 sexual assault and exonerated by DNA evidence 18 years later.

It's that 40 acres where police are focusing their investigation, but a police helicopter and plane equipped with thermal imaging devices are circling a much wider area Tuesday afternoon, including the thick woods where Hillegas and the civilian force are searching. 

Dozens of cars, most festooned with missing-person posters featuring Halbach's face, are parked up and down the sides of Old County Y, the staging area for the day's search. During the lunch break, searchers gather at the trunks of some of the cars, making sandwiches, or stand in clusters in the road talking and eating. Most are dirty and have cockleburs sticking to their clothing from their morning efforts.

"Thank you, everybody, for what you're doing," a passing motorist tells them as she cruises carefully past them.

Hillegas works closely with the police. He meets with them daily. They tell him the areas to search, what would be helpful and what would be "getting in the way." And he stays in touch with them by cell phone.

Hillegas has no background in law enforcement. He studied nursing in school and is currently unemployed.

Everything he knows about conducting search-and-rescue operations he's learned in the last few days -- advice from cops -- or has seen on TV. If his crew finds anything suspicious, they're under orders to flag it and notify Hillegas, who will notify police who will come check it out.

"We're telling them to look for anything unnatural, if anything is out of place, if the ground is displaced, or articles of clothing," Hillegas said.

Most of the volunteers are armed with cell phones. Hillegas and his lieutenant, Scott Bloedorn, pour over aerial maps that they downloaded from the Internet. They mark off areas of interest in magic marker.

"It's really amazing how well it's been organized," said Aubrey Wygralak of Pulaski, who participated in the search Monday. "It's all due to Ryan and Scott. Ryan is absolutely amazing. I don't know where this would be without him."

Most of the volunteers, like Hillegas and Bloedorn, are in their mid-20s and are also unschooled in search operations. They, too, are learning as they go.

On Tuesday, search efforts look anything but amateur. The searchers march into the woods using a "line-of-sight" formation, in which each person stays within eye contact of searchers on either side of him or her, so they can descend into wooded gullies and thickets with some assurance that they are truly covering the area with the search.

They're all motivated by the same thing: They know and love Halbach, worked with her, went to school with her or even just lived near her for a few years. Hillegas, who lives in Hilbert, dated Halbach in high school and has been fast friends with her ever since. Bloedorn has known Halbach since childhood and has been, up to her disappearance, her roommate in the farmhouse in St. John that they rent from Halbach's parents.

Up to 120 people have been helping in the search, taking off from work or school to participate.

"For any of our effort, even if we don't know where we're going, it's honoring her," said A.J. Kluth, formerly of Green Bay and now a Chicago college student.

Kluth was following the search efforts on the Internet and could no longer stand it; he canceled his classes, his wife, Sarah, canceled her work obligations, and they drove up from Chicago to participate in the search for Halbach.

"She'd have done it for us," Kluth said.

The last house on the east side of Kuss Road, the one closest to the deer camp, is 4183 Kuss Road, and it is owned by the Vanderwarfs. They also own the 2.2 acres vacant parcel bordering 4183 Kuss Road, at the cul-de-sac. This vacant parcel also borders Radandt's property and the driveway off of Kuss Road leading to his deer camp. This is the vacant parcel of the possible burial site.

Was it tracking Teresa Halbach alive or dead?

Scent dogs are tracking the scent based on 'exemplar' which was given to them to smell...meaning, if TH shoes was used as the 'exemplar' then scent dogs were following TH smell (obtained from her shoes), But it does NOT mean that scent dogs were 'following' the smell of dead or alive person. They simply following TH scent.

Cadaver dogs are recognized the human's DECOMPOSITION smell produced from human. For example, if you cut your hand 2 weeks ago and your hand was bleeding inside of your car and you didn't wiped your car then cadaver dog will 'alert' to your car because your blood starts decomposing or already decomposed (depends on the time and temperature factors in which your car was stored for these 2 weeks). The decomposition process of human's 'product' (blood, skin, mucus...) creates specific smell/gases which cadaver dogs could smell. But again, it does NOT mean that you're dead. It's simply mean that your old blood (the 'product' of your body) has been decomposed inside of your car. Therefore cadaver dogs made alert to SA's old blood in his bathroom.

Found it odd that Angela Schuster of Autotrader said in her DCI interview she "thinks Willeford works for the state of WI"... and her CASO interview is completely out there with her statement. So many oddities.

I found it particularly odd a photographer with AT is suddenly jumping to the ranks of a state employee.

Why wouldn't it be weird?

If she already was.

Kathy Willeford is in the new Convicting A Murderer trailer as the "It could have been me!!" sobbing moron.

Turns out...in 1995 a convicted felon's appeal was confirmed. The arresting officers in that case? Some DOJ guy, some DOJ guy and DOJ special agent Cathy W (name redacted, but you know who it is).

The report has nothing to do with Avery. It was found during a search of a lawyer news website for a case that was affirmed in 1996, and she was named in it.

Any online search for Cathy links right back to the one in the documentary.

So now Deb Strauss' call on 11/4, almost a full day before the RAV4 is found, to CASO offering her help to investigate Steven because she is "not a fan of that guy," makes sense.

DOJ setup all the way.

A DOJ agent takes photographs for AT, and after 4 months she quits the job. Then 10 months later, Teresa -- who had been to Willeford's house (Willeford, the only AT employee to ever meet Teresa, other than Schuster) -- ends up dead. And DOJ swarms the Avery property, but not before another DOJ special agent (Deb Strauss) calls CASO, before any evidence is found, and offers to help investigate.

Cathy is documented in court files as being a DOJ special agent. I am sure there is an explanation of why she is an agent, then suddenly not when she steps on Avery's property. But the ball will be in DOJ's court to explain this.

Which is more likely...she stopped being a LE agent in her mid-30's and suddenly decided to take photographs of cars for about $8-$18 per car... pictures in the middle of winter in an area documented by the manager of AT as not getting much business in the winter months... Or she was employed by the DOJ, visiting the property where the DOJ would be swarming 10 months later? I'd say it's more likely she was undercover as a photographer on the property to shoot surveillance photos in a way that didn't look suspicious at all.

The address that is redacted on the LE report....matches. This Cathy...that LE states is an employee of the State of Wisconsin...has the beginning numbers of N3126. She was DOJ in 1995, Auto Trader in 2004, but with the State AGAIN?

Doubt it.

Either that... or her statement is fabricated to present the "Avery is creepy" status.

If she stepped onto the property as an agent of the DOJ 10 months before TH was killed, then we are talking about a MAJOR conspiracy to frame him.

I am not enough of a conspiracy theorist to think that, so I am more willing to say they just used her to create the "Steven creeped TH out" aura, with her CASO statement to corraborate Ken's claims (CASO page 331).

On 01/04/06 at approximately 1800 hours, I (Inv. WIEGERT of the CALUMET COUNTY SHERIFF'S DEPARTMENT) had telephone contact with KATHY WILLEFORD. My reason for contacting KATHY was that she was a photographer for AUTO TRADER magazine prior to TERESA HALBACH. KATHY states she started working for the AUTO TRADER magazine on 12/02/04 and worked until 04/20/05.

I asked KATHY if she had ever been to the AVERY residence in her job duties as a photographer for AUTO TRADER magazine. KATHY told me she had been to STEVEN AVERY's residence on one occasion. KATHY states she believes it was on the date of 01/25/05. She states she believes it was a Tuesday because that was the normal day she would go out and take photos.

According to KATHY, she received a "lead sheet" from AUTO TRADER magazine. KATHY states those are the sheets they get when they are to go out and take photos. KATHY states she went to the STEVEN AVERY residence on the morning of 01/25/05 sometime between 11:00 a.m. and 1:00 p.m. She stated when she arrived, she observed an Olds Cutlass, which was parked outside. She states when she drove up, she noticed the vehicle and then got out of her car and walked up to the vehicle to verify it was the one that she was to take the photo of. She states she remembers driving to the residence and that it was very desolate there and she was somewhat concerned about that.

When KATHY drove up to the AVERY residence, she stated there was nobody outside. After verifying the car, KATHY walked up to the STEVEN AVERY residence and knocked on the door. At that time, STEVEN stuck his head out and stated he would be right outside. After several minutes, KATHY indicates STEVEN walks out of the trailer and she takes the picture.

KATHY stated she then asked STEVEN about the narrative he was suppose to write up. STEVEN told KATHY he forgot to write it up at which time he went inside the trailer. KATHY stated at that time she walked up onto the porch and waited for STEVEN to come back out with the narrative. KATHY stated it seemed to take an unusual amount of time for him to write up the short narrative, which was suppose to go along with the picture. She stated it was very cold outside and, at one point, STEVEN poked his head out the door and stated if she was cold, she could come inside his trailer. KATHY states she knows they have a policy against going into people's houses, so she went back and sat in her vehicle.

KATHY told me it took a good ten minutes for STEVEN to come back out of the trailer. When he came back out, he walked over to her vehicle and handed her the narrative to go along with the pictures she had taken. According to KATHY, STEVEN said to her if this works out, that his sister has a car for sale and he may do the same thing as in putting it in the AUTO TRADER. KATHY states prior to leaving, STEVEN asked KATHY how he could contact her if he needed to. KATHY told STEVEN he could call the main office number like he had previously done.

I asked KATHY if at any time STEVEN did anything out of the ordinary or suspicious. KATHY stated he (meaning STEVEN) did not; however, she stated, "He creeped me out." I asked KATHY what she meant by that to which KATHY stated it was just the way STEVEN was staring at her. KATHY also stated when she pulled up, the dogs were barking very loudly so STEVEN would have had to have known that somebody was outside the trailer; however, he never came out until she went and knocked on his door.

KATHY stated that was the only time she had been to the AVERY residence and then she quit working for the AUTO TRADER in April.

According to KATHY, when she was taking pictures for AUTO TRADER, she was using a Nikon Coolpix (ph) 2100 camera. KATHY states after she quit working for AUTO TRADER, TERESA had come to her residence, she believes in the month of May, and picked up her camera for the AUTO TRADER. According to KATHY, TERESA was already working for AUTO TRADER before KATHY quit working there. I asked her how she knew this to which KATHY stated she had seen her name on a roster of employees.

In speaking with KATHY, she stated when she talked with TERESA, TERESA had stated she had to pick her camera up and had mentioned something about the AUTO TRADER having a storage facility. TERESA had told KATHY that every once in a while AUTO TRADER had her go to the storage facility.

I ended my interview with KATHY at approximately 1810 hours.

I look at the actions of several of the DOJ agents and it becomes clear. This is how many of them operate, possibly even trained. It is a perceived personal vendetta, and less about looking for the truth.

Up until all this new BoD stuff I'd of said it's most likely TH is alive, and maybe she is...and to get SA a new trial Zellner has to use BoD. Manitowoc County Wants the 40-acre Avery Property for Wind Turbines?




The eastern part of Wisconsin is some of the most sought after land for wind developers in the country.
This entire time I have been trying to make a connection with this case and the Radandts. I believe this is it! I have mapped out through the years, all of their land acquisition. Literally, the Avery property is the last hold out. The Averys are surrounded by the Radandt quarry. They started off rather small and just grew and grew. Through my mapping, I could see the progression. It also seems as if the Averys, at one point, had some cars parked on the Radandt property, and I am sure that did not bode well with them. When you look at the geographical maps of the Avery property, they are sitting on prime quarry land. - shadina123 at Reddit

Above is a look at the location of the GPS coordinates given in Exhibit 402 of where pelvic bones (sacrum and innominate fragments) were found in the quarry and later examined by forensic anthropologists Leslie Eisenberg AND Dr. Kenneth Bennett (ilium bone is innominate).

The 2005 Aerial Image Layer is selected so the imagery reflects the area.

The red outlines parcels owned by Manitowoc County (seen on side and bottom) and run by the County Highway Department, which has since rented the land to store wind tower parts as evidenced in current aerial imagery.

The small blue dots represent the 44N 15' 51" and 87W 41' 51" GPS coordinates (as seen in the top right corner showing the Lat/Long coordinates), the location of the "quarry" pile per Exhibit 402. It should be noted that 44N 15' 52" is just north and starts directly above the property/parcel line and that parcel WAS owned by Fred Radandt and Sons in 2005 and is since in the ownership of Badgerland Aggregates [Joshua Radandt's company in partnership with Bill Vachon].

So the question becomes, why did Manitowoc County deflect on the ownership of this property in trial and in Exhibit 402 and refer to it as the just a "quarry" pile?

This perspective also raises the other issue of access to the roads that the Rav4 may have covertly traveled on the night of the November 4, 2005 to access the conveyor road, as Kathleen Zellner stated in her motion.

Let's talk about Doug Haag...

I believe that this name mentioned once in the documentary is extremely important.

Doug Haag is the DA's mentor.

Doug Haag is also currently the head of the real estate transfers and registry in that part of the state.

There are clear portions of the Avery Property, from current satellite view, imply that this property is important to the "mining" that's being done at the "gravel pit." My contention is that [Radandt's] "gravel pit," is the single largest understatement of the documentary.

The "gravel pit," is the size of Mishicot (and more), bigger than Rockwood, and Denmark, WI.

The property and the "gravel pit," are adjacent to the West Twin River. It is also less than 6KM from the Point Beach Nuclear Plant.

The fact is, that looking from spatial images taken in space, that this piece of property is among the only in Wisconsin that don't follow the grid and follow the river.

Do your own research, I'm just putting this out there in case it points to something. I can't quite say my conclusion but I can say that the river and it's key suppliers of water are likely key to this whole operation (operation being the framing of the Avery family).

Did I mention that this "gravel pit," is larger than my hometown and is visible from space?

Good find. If there's fuckery in the county with one gravel pit there's probably fuckery with multiple. Mining is a huge industry.

Especially that the gravel pits were dumping chlorinated solvents in the river / water supply. The river and its customers are key.

It doesn't make sense to me that the body would have been scattered on their property if Teresa was killed in the pits. Much too far to travel with a body - plus the bloody bullet was found in his "cleanroom-esque" garage on the second pass.

Due to their history with the county I am not surprised that the Averys wouldn't consider selling the land to the government. Land sales between private owners and the government are usually larger than they should be because as the landowner you can leverage the county/city/state/federal entity purchasing your land. If the purchaser knows that they will make 10 times the money off the land than they pay for it, they are usually willing to pay above market price to secure it. So, despite the fact that the Avery's could've sold their land and made off with a good amount of money, I believe that they thought if they entered into talks that the land would somehow be seized by the government without compensation. Either by this frame up or something else. The Averys had to have been aware of the land disputes.Is there any evidence of them being approached to sell or pressured into selling but had resisted thus far?

Word. I've seen similar opposition in my state. We identified areas prime for development in a recent county survey but they're all "not desirable." By not desirable they mean the turbine sites are in the NIMBY crowds view.

Maybe I've watched too much True Detective but I kept going back to "why were they so eager to put Steven away the first time (not to mention double down the second time)? The second I heard it be referred to as "the Avery property" I became suspicious.

I do municipal land surveys for a living. That property is cut to pieces and the corporation(s?) around it are relatively uniform and have been in existence since his first arrest.

No municipality would refer to a plot of land owned by a defendant as a property without having some interest in it beforehand.

Plus the exact address was never mentioned in the documentary.

I'm hoping to find someone with municipal tax parcel experience in Wisconsin to provide or point me in the right direction of where to obtain detailed parcel ownership and property change records in the area. Would enable one BathRobeJesus to go into forensic mapping.

I speculate that the answers lie within the township, municipality, etc that were responsible for the settlement. There's just too much activity around the "Avery property" to warrant no investigation of it. Usually in big land deals there's a root cause or a major development that -would- have taken place if x events were to go through.

Example one being the crooks we have working in our town solicit me for data day and night and when received they slap a copyright on it and charge $60k for. There's about a dozen land deals that are to go through and a few more pending legal action.

In my experience local, state and federal LEO in small municipalities operate on the same level for HUGE land deals such as this. Is there oil, minerals, NG, water, etc easily accessible on this property?

Tirade aside, I believe that Doug Haag and his financiers have some info into what exactly made that property so valuable.

Keep in mind that Doug is/was a member of the Wisconsin game authority. Could he have had access to people that were in the know enough to be aware of various studies done on the property? Game warden status in my state/county/municipality allows one their own investigation and prosecute separately from state and local authority. It goes US Marshals/Federal organizations/Game Warden/State Police/Local Police.

Was Haag in business with the police chief? The DA - he was "his mentor" after all?

I  honestly think you're onto something. I personally know of a private airport deal in Texas with hundreds of millions of dollars on the line that fell apart because of one neighboring property fighting it and eventually winning a height restriction that doomed the airport. (After countless millions were already spent tying up land and doing all the engineering for the project).

Assuming this is the beginning of our PI partnership I'd start by making a map of who/what owns all the neighboring properties and if it was all moving in the direction of a greater project. If this was the last piece they needed for mining, fracking, god knows what, then a clear picture starts to develop.

Just watched the final episode and this point was driven home further when Steven's parents were talking about how their names and business was ruined. No one wants to do business with the Averys anymore = can't pay taxes on the land = guess we gotta sell.

He had the access and know how to the following good mieser evidence disposal techniques:
1. Car crusher
2. Incinerator
3. Autobody shop
4. Caustic industrial chemical solvent drainage
5. 55 gallon drums

If I were going to kill someone and had access to those tools it would go, OJ style, like this:

Murder that poor woman in whatever way got me off the most. Chop her up (which if you've ever field dressed a buck it isn't clean). Throw the component pieces of Theresa in a plastic 55 gallon drum, let sit for the moment. Take car over to autobody shop, grind the VIN off and cut the license plate up then weld back together, open hood and insert plate into hood. Drive car to incinerator. Burn stuff. Burn twice. Move car to crusher. Crush. Grab a pickup truck I don't want with a cab. Load Theresa into cab of truck. Repeat process with truck. Call a scrapper buddy and load that shit on to a semi first thing in the morning and send it to Jersey.

Good find. Unfortunately this isn't entirely what is needed to create the map.

In my profession we work with tax parcel data to assign information to a tax parcel shapefile which allows one to see property boundaries, ownership, etc. I'm not entirely confident in my abilities to go through the (probably shoddy) tax map by searching the Avery property address and finding the other PARCELID info necessary.

I'm mobile on a shale field survey in the mountains right now so I can't do any of that searching right now. I can't do much with that info - it's a PITA when were contracted to a township that has no spatial data records period (like the one we're at right now). Everything has to be made from scratch and takes upwards of two weeks to do (or 80 hours, whichever comes first in the billing cycle cuz money makes the world go round).

I'll ask my sources and past mentors if they have access to Wisconsin data.

Not sure which direction this points, but remember the Averys try to put the property up for Steven's bail bond, but the judge denies it. Someone (I forget who) comments that this is strange, but there's no reason given. Why might the judge refuse the property as bond? Who does this benefit?

If the motive is property, why were Avery's parents denied the ability to use the property or business as collateral for bail? <---Not stirring anything up, I actually want to know the process because I'm under the impression that Imminent Domain over seized properties would be relatively easy once the property and business were signed over (going by my experiences in Virginia, don't know if the process is the same in Wisconsin).

The Averys didn't put their business up because they still have to make a living. Their property never would have left their hands as they knew Steven would have shown up for court.

The only bit that was sold was their autobody shop iirc.

Eminent domain in seized property works similar to a sheriffs sale as it is a sheriffs sale. The county "owns" the property but it would go up at the next sheriffs sale to recoup loses, etc. Just like how the bail bondsmen would keep your $10k (regardless of where it came from) if you skipped town on your court date.

I remember a phone call on the show between Avery and his mom about putting the business/property up and they were "trying to get ya out this week"....I thought I saw during the episode that they were denied the right to put up the property by a judge and that judge also increased the bail amount?

Page 304, pre-trial testimony:

bail is something that you get back. think of it as insurance, or extra motivation, that you won't skip town. you post up $5 million bail, you get out, but you still have a trail coming. if you skip town, and dodge your trial, you lose the bail money. if you show up for trial , you get the bail back eventually. so if they had put the property up as bail, they only would have forfeit it if steven missed his court date. since steven wasn't going to skip town, they would have ended up keeping the property in Avery hands.

Perhaps by denying them the ability to expressly put the property up as bail, they hoped the Avery's may try to sell it quickly for liquidity.

The nuclear connection I'm not quite sure of. I just threw that out there as if there were fissile (right word?) materials there then even a few, small veins would more than pay off the out of pocket settlement.

If Avery had gotten the $36M settlement, he would have no obligation to sell the property and could retire and live a simple life of crushing cars and not care about making profits on the business the rest of his life. This would add time to the table so to speak before any mining could be done.

I noticed in some of your previous posts that you are from the area. Do you have any insight into what the major economic forces in the area are? What developments were to be built? What politicians had in the pipeline for the community? Were there any mob activities in the area? Are there or were there any legends surrounding the mining operations?

I get the sense that the gravel pits were and are a source of entertainment for the youth. I know in my county there's a few gravel operations that we used to take four wheelers and a case of beer to and see who could scale the mounds the fastest.

I also get the sense that the township is very much a dying and aging town full of old families and old power (not so much old money)

I don't know very much about the "economic forces" of the area, at least not in the sense that you're asking. As far as I was aware there was not really any development on the horizon that would be "big news" or anything like that. And I never heard anything about the mining operations. For the most part politics of Mishicot that I ever heard anything about was he-said-she-said sorts of things. Maybe I wasn't in the right circles, but it was a quiet (or boring, depending on your perspective) place.

Not just the township, but the whole area has seen some rough times in the 2000-2010 period. The Manitowoc Mirro factory, New Holstein Tecumseh Engine plant, and the 2008 crash were pretty hard on the area. Manitowoc itself seems to have seen a decent revival recently, but some nearby areas were hit pretty hard by the Kewaunee Nuclear power plant closing a couple years ago.

Just looking at homes for sale in the area you can kinda tell that Mishicot isn't exactly booming. Almost all of the homes have been up for sale for several months, and prices are pretty low.

So there's incentive to create a new major tax revenue generating business in the area if it's seen hard times. Is the Kewaunee Nuclear plant the same as Twin Rivers?

I'm wondering if the thorium buried in the ground is valuable enough to refit the nuclear plant into a thorium plant? All it takes is a fraction of the mass of Uranium for a Thorium plant to be extremely profitable.

No, the Kewaunee Plant is a single reactor plant about four miles north of the Point Beach plant. Point Beach is a dual reactor plant. Different owners of each plant. If you keep searching "Twin Rivers" that might be throwing you off, it's Two Rivers. And any find of minerals used in the Nuclear Power industry close to these plants would make no difference to the plants themselves as it would needed to be processed for use. Also, since Kewaunee's plant is being decommissioned it would be practically impossible to get it re-licensed to operate.

Keep searching and relaying info back to here on this topic. I can't say for sure that I believe that Avery was set up but I can say for sure that this Doug Haag has something to do with the entire case -- especially when Avery was actually set up the first time.

This suit originates from a contract granted to MC in 2005. Of interest to me are threats to drop the suit otherwise Radandt's get no more business w/city:

suggesting this is about land sounds nice, but can someone explain...if this started with original case in 80s, they framed Avery once, as he sat for 18 years they still don't have land, he gets out and is framed again and now they get the land why? seems like a pretty long-term elaborate plan to get one small piece of land? I understand land may somehow be worth 100s of millions or whatever, but how does locking up steven avery accomplish this goal? If this thing goes as high as some are suggesting (Obama) I think they'd have better plan than this....36 MILLION IS CLEARY MOST LOGICAL MOTIVE FOR FRAMING OF AVERY?! they solved the problem...for now

Interesting to say the least. I'm not surprised small town politics exist here but am surprised that they exist on this scale.

I'd love to hear more from residents on their takes on the situation.

I know for a fact that someone somewhere has heard rumblings of what's the real story and what the official story is as multiple town officials have denounced the documentary. I think this because in my township, much like Manitowoc is a former industrial hub. Recently we've had some major investments into a transportation hub. There's a portion of it in pushing to be a light rail station. Coincidently the parcels that are next to this huge investment keep catching fire - word on the streets is people are going in and setting fires in strategic places to compromise structural integrity to force the homeless out and to force the city to seize the property. All the fires have been blamed on "homeless people trying to stay warm." My reaction is "right, cause burn barrels completely incinerate and are placed under hundred year old plus wooden beams."

IIRC: Doug Haag isn't ever said, it's in one of the email documents that the DA sends out basically trying to justify his actions before being canned.

Haag seems to be interested in larger real estate transfers - in one of the links above I read that he wants to sell part of the game land controlled land to a township. Selling new land to a township is a BIG FUCKING DEAL. You don't do that without federal and state approval.

I have spent today trying to find out about the quarry and wind turbine plans, then find this thread! Glad to know I wasn't the only person that was thinking this way.

I remember in one of the BD interviews one of the police officers mentioned he wanted a wind turbine. It was such an odd comment.

while reading a board meeting of one county, they were worried how high some of the quarry (not sure which one) piles were and might interfere with the cell/radio plans.

not sure if you are aware, but that "simple map" contains ownership information and property values... click any one of the properties for the info.

otherwise...use open source all the time... not sure it really makes a difference on publicly accessible data. Google certainly doesn't seem to care enough to dispossess me of it, and it makes it easier to collaborate / crowd source the data.

I really think the county/state/money has more to do with this than people think. I am finding connections with DA's across multiple counties in WI along with Attorney Generals (past and present) and the governor. Eric Johnson (St. Croix DA) and Ken Kratz (corrupt DA in Manitowoc) are long time friends. Eric Johnson (St. Croix DA) promotes his long time friend Michael Nieskes (corrupt DA in Racine). I think we are starting to see a pattern...

Well of he'd had an incinerator I'd have thrown her body in there for sure. Burned up what I could. I imagine it'd get way hotter than an open barrel fire. I wouldn't have made it messy and crushed her body. I wonder if he could've used an industrial solvent and a 55 gallon drum to dissolve the bones. This is of course if he had time. Crushing two cars together is a good idea, if anything they'd be tough to investigate. I may have torched areas in the rav4 that might have DNA if I could contain it. Although they might find it and argue it was burned to hide evidence...

No VIN no way to identify the car. Plus no way to search an entire salvage yard / foundry that imports from junk yards. There's a huge foundry and "allegedly nuclear submarine propulsion parts manufacturer" near my county. They get fleets of scrap from the entire state every day. I sat outside the gates with a buddy of mine in college and split a six pack. We saw dozens of trucks full of scrap with multiple state plates come through in the span of a six pack.

Do you have any idea how many RAV4s there are?

A friend of mine is a mortician and he regularly cremates bodies. It takes a fair bit of time and a lot of gas.
I'm not familiar with industrial or commercial grade incantators for cars but I can't imagine they're that much different.
